JOB DESCRIPTION:
- In accordance with ED’s IT management guidance, the contractor shall support IT governance and IT strategy through the following subtasks.
- Support the execution of the cross-functional IT governance framework and the facilitation of governance boards and working groups, including, but not limited to, the Investment Review Board, Planning and Investment Review Board, and Enterprise Investment Management Board, to provide for enterprise IT investment management of the portfolio.
- This includes both logistical/administrative support as well as consulting support.
- For logistical support the contractor shall assist with meeting management, such as scheduling, preparing agenda, content, and meeting material, providing read aheads, assisting with meeting execution through in person or online platforms, and meeting minutes.
- For consulting support, the contractor shall conduct analysis and provide recommendations on IT portfolio in accordance with the subtasks and tasks that follow.
- Conduct IT strategic planning to help define an approach for management of the IT portfolio that is aligned to IT business and technical objectives. These strategies should link business processes such as CPIC, EPMR, EA, Technology Business Management, and budgeting to drive IT governance activities and the data, material, and recommendations provided to IT governance boards for decision making.
- Develop and execute IT investment and portfolio management practices that are driven by IT strategic planning and are carried out through the IT governance forums. The practices should be geared towards optimization of the portfolio and should leverage CPIC and other IT data/artifacts for data-driven analysis that informs investment decisions and facilitates IT governance decisions. The contractor activities shall include support for:
- Developing and implementing investment and portfolio management methodologies, business rules, and procedures, and performing investment and portfolio assessments to achieve specific, measurable portfolio outcomes.
- Recommending and supporting performance metrics to evaluate the effectiveness of investment and portfolio management efforts and integrate performance metrics into the governance processes to align portfolio investment activities with strategic goals and objectives.
- Identifying IT modernization focus areas to help IT governance bodies carry out IT strategy and focus on areas of interest. This shall include the supporting the establishment of focus groups for members of IT governance bodies to collaborate and tracking progress for each focus area.
- Support the IT governance bodies in deliberations on portfolio contents and portfolio funding levels required to formulate and submit the an IT budget.
- The candidate activities shall leverage the outputs of all Governance and Strategy subtasks to develop content for deliberations meetings and put forward actionable recommendations on which IT efforts to fund and at what funding levels.
